South African document attestation for Dubai
South African document attestation for Dubai has three stages. In South Africa, the document is legalised by the Department of International Relations and Cooperation (DIRCO), after any checks the issuing office needs. The UAE embassy in Pretoria then stamps it. Finally, MOFA in the UAE attests it, and only then will a Dubai employer, school or visa office accept it.

MOFA in the UAE
Most South African families moving to Dubai need three things: degrees for work, unabridged birth certificates for the children, and a marriage certificate for the spouse visa. Each has one detail that decides whether it passes, and those details are what this page is about.

The detail that decides each document
Birth certificates: unabridged, not abridged.
The short abridged certificate lists only the child. UAE offices usually want the unabridged version from the Department of Home Affairs, which names both parents. If you only have the abridged one, apply for the unabridged certificate before anything else, because this can take a while.
Marriage certificates.
The Home Affairs marriage certificate is the usual document. A church or civil ceremony certificate on its own is not the registry record.
Degrees and diplomas.
The qualification is usually verified before DIRCO will legalise it, either by the university or through the South African Qualifications Authority (SAQA). Many UAE employers want the academic transcript attested too.
Police clearance.
The SAPS Criminal Record Centre issues the clearance. UAE offices often want a recent one.
Company documents.
CIPC registration papers and board resolutions go through a notary and then DIRCO, and MOFA treats them as commercial. See company document legalization in Dubai.

For a private document or a copy, have it signed or certified by a notary in South Africa where DIRCO requires it.

Submit it to DIRCO’s legalisation section and tell them it is for the UAE.

Doing the South African side from Dubai
If you have already moved, a relative in South Africa can usually handle DIRCO and the UAE embassy with your originals and a signed authority letter. Courier the originals home with tracking, and keep colour scans of everything before they leave. Documents going to South Africa
A Dubai birth certificate for a South African passport or birth registration, or a UAE degree for work back home, travels the other way. Questions
Frequently asked questions
DIRCO gave me an apostille. Will MOFA accept it?
No. An apostille is for countries in the Apostille Convention, and the UAE is not one of them. Go back and ask for legalisation for use in the UAE, then take it to the UAE embassy.
Do I need the unabridged birth certificate for my child’s UAE visa?
In most cases, yes, because it shows both parents. Check the list the visa office gave you, and start the Home Affairs application early.
Can the South African consulate in Dubai attest my degree?
No. It deals with South African citizens and documents going to South Africa. A degree for UAE use needs DIRCO and the UAE embassy in Pretoria first.
My SAPS clearance is a few months old. Is it still good?
It may be too old for the office asking. Ask them how recent it must be before you start attestation, because the stamps do not refresh the date.
