Philippine document attestation in Dubai, and notary services for Filipinos

Many Filipinos in the UAE first need a notary, not attestation. A special power of attorney (SPA) lets a sister in Cebu collect a title, sell a motorbike or deal with a bank. An affidavit of support backs a parent’s visit visa. A parent’s NOC lets a child travel with one parent. We have in-house, in person notary public services, online notary public services and home visit notary services, so these are notarised in person, online or at your home in the UAE.

MOFA in the UAE

Philippine document attestation in Dubai is the other direction: a PSA certificate or college diploma from the Philippines made ready for a UAE employer or visa office. That route runs through the Department of Foreign Affairs (DFA) and the UAE embassy in Manila, and ends with MOFA here.

Office open Monday to Friday, 9:00 am to 6:00 pm. WhatsApp and online requests answered 24/7.

At a glance

  • An SPA or affidavit signed in the UAE for the Philippines is notarised here, attested by MOFA, then by the Philippine embassy or consulate in the UAE.
  • A Philippine document for the UAE goes through the DFA, then the UAE embassy in Manila, then MOFA. Only the MOFA step is done from the UAE.
  • The Philippines uses the apostille, but the UAE is not a party to the Apostille Convention, so the UAE embassy stamp is still needed. Source: HCCH status table.
  • MOFA charges AED 150 per personal document. Source: MOFA FAQ.
  • Many Filipinos work shifts. We notarise online by video or come to your home or workplace.

Notary documents Filipinos ask for

Special power of attorney.

The SPA names one person and one set of tasks: selling land, claiming a title, managing a bank account, processing papers at a government office. Write the tasks clearly and in full. A vague SPA is often refused by the office at home. See power of attorney notarisation.

Affidavit of support.

For a parent, sibling or partner visiting you in the UAE, where the sponsor confirms they will support the visitor. See affidavit of support for a UAE tourist visa.

Affidavits and declarations for the Philippine mission.

Statements the Philippine embassy or consulate in the UAE asks you to swear before a notary. See affidavits before a notary.

Parent NOC and travel consent.

For a child travelling with one parent or without parents. See child travel consent.

Certified true copies

of a passport, contract or payslip. See certified true copies.

Three ways to sign

In person.

Bring your original passport and Emirates ID. The notary checks your identity, watches you sign and applies the seal.

Online.

By video, through the UAE remote notarisation channels such as the Ministry of Justice e-Notary system and UAE PASS. We tell you if your document can be done online. See online notary public services.

Home visit.

We come to your home, office, hospital or care home in the UAE. Our charge is quoted when you book. See home visit notary services.

After that, the order is the same for each:

  1. DFA. The Department of Foreign Affairs authenticates the document.
  2. UAE embassy in Manila. It adds its stamp. This cannot be done in the UAE.
  3. MOFA in the UAE. We submit the document for the final attestation.

If you are already here, a relative in the Philippines can take the document to the DFA and the UAE embassy for you, usually with an SPA or authority letter. We draft and notarise it.

Old words you may still hear

People still search for “red ribbon” and “attestation Philippine embassy Dubai” because older advice used those words. The Philippines now issues apostilles, and the UAE is not a party to that system, so the UAE embassy in Manila still stamps the document after the DFA. The Philippine Consulate General in Dubai serves Filipino citizens here, but it does not replace the DFA or the UAE embassy in the attestation chain. The UAE is not a party: see our apostille guide.

How we help

  • We draft and notarise SPAs, affidavits of support, declarations and NOCs, then submit them to MOFA if they are going to the Philippines.
  • We check each PSA, CHED or NBI document from photos and list the stamps still missing.
  • We write out, in order, what your relative must do at the DFA and the UAE embassy.
  • When the document comes back, we submit it to MOFA.

Questions

Frequently asked questions

Can I sign an SPA in Dubai for use in the Philippines?

Yes. We notarise it in person, online or at your home. It then goes to MOFA and the Philippine embassy or consulate in the UAE. Ask the office at home which stamps it wants before you sign.

Can the Philippine Consulate in Dubai attest my diploma for a UAE job?

No. The diploma needs CHED, the DFA and the UAE embassy in Manila, then MOFA in the UAE. The consulate serves Filipino citizens but is not part of that chain.

Is the DFA apostille enough for Dubai?

No. The UAE is not a party to the Apostille Convention, so the UAE embassy in Manila still has to stamp the document before MOFA.

Should I use a PSA copy or a local civil registrar copy?

Use the PSA copy for birth, marriage and CENOMAR certificates. Keep colour scans of every page before the document leaves your hands.
