MOFA attestation in Dubai: the last UAE stamp, and what must come before it
MOFA attestation in Dubai is the stamp of the UAE Ministry of Foreign Affairs (officially the Ministry of Foreign Affairs, shortened to MOFA or MOFAIC) that tells every other UAE office a document can be trusted. For a foreign certificate, it is the last step in the chain. For a UAE document going abroad, it is the first government step after the issuing office.
MOFA does not check whether your degree or marriage is real. It checks the stamp just before its own: on a foreign document, the stamp of the UAE embassy or consulate in the issuing country. If that stamp is missing, MOFA cannot attest, however genuine the document is. Most of our work on this service is making sure the file arrives at MOFA complete.

What MOFA attestation in the UAE actually confirms
Think of the attestation chain as a line of people, each vouching for the one before. The registrar signs your birth certificate. Your country’s foreign ministry vouches for the registrar. The UAE embassy in your country vouches for the foreign ministry. MOFA in the UAE vouches for the UAE embassy. Every UAE office after that (an immigration counter, a school, a bank, a free zone) only needs to recognise the MOFA stamp.
So MOFA attestation in the UAE confirms one thing: the stamp before it is genuine. It does not confirm the facts inside the document, and it does not replace a translation. If the receiving office needs Arabic, a legal translator registered with the UAE Ministry of Justice prepares the translation, and the office decides whether it wants the translation attested too.
What must be done before the MOFA stamp
For a document issued outside the UAE
- Home country preparation. Some countries need a notary, a registrar or an education department to sign before the foreign ministry will.
- Foreign ministry of the issuing country. It stamps the document.
- UAE embassy or consulate in the issuing country. It checks the foreign ministry stamp and adds its own.
- MOFA in the UAE. Last stamp.
Step 3 cannot be done from Dubai. If you have already moved here and step 3 is missing, the document has to go back to your home country, or to someone there acting for you. Our embassy attestation by country page lists what each country needs.
For a document issued in the UAE
- The issuing office, or a notary public. A UAE government certificate is issued by an office MOFA can recognise. A private paper you sign, such as a declaration or a power of attorney, is signed before a notary public first. Our page on notary attestation in Dubai explains that step.
- MOFA. It attests the UAE document.
- The destination country’s embassy or consulate in the UAE, where that country asks for it. See legalising UAE documents for use abroad.

A general power of attorney is the one that catches people out. MOFA lists it with commercial documents, so the fee is AED 2,000, not AED 150. We check the class before you pay, so there is no second payment at the counter.
MOFA also runs an Electronic Document Attestation System (eDAS) for commercial invoices and certificates of origin. It is a digital attestation for trade papers, and it is not an apostille. Our commercial invoice attestation page covers it.

We prepare and submit the MOFA application through MOFA’s channels. MOFA says documents must be attested in the UAE through its official website. MOFA’s FAQ says its Customer Happiness Centres are closed, so the application goes through its website or the UAE MOFA app.

You get the original back with the MOFA attestation, and a scan of every page.

Checklist
Checklist before you hand over the original
- The document is the original, not a copy, unless the receiving office asked for an attested copy.
- It is not laminated, torn or taped.
- The foreign ministry stamp and the UAE embassy stamp are both on it, and you can read the embassy stamp.
- The name matches your passport, or you have a document that links the two spellings.
- You know which UAE office will receive it, and whether that office wants an Arabic translation.
- You know whether it is a personal or a commercial document.
If any line is a “no” or “not sure”, send us a photo before you do anything else. Fixing a gap at the start costs a message. Fixing it after MOFA has turned the file back costs a fee and a week.
Watch for
Mistakes that stop a MOFA attestation
- Laminated certificates. MOFA will not attest them. Order a fresh original from the issuer.
- Missing UAE embassy stamp. The most common gap. It can only be added in the issuing country.
- Wrong class. Paying the personal fee for a commercial document means a second payment later.
- A language MOFA does not accept. A document in neither Arabic nor English needs a legally certified translation with it.

Frequently asked questions
Can MOFA attest a foreign certificate that has no UAE embassy stamp?
No. MOFA attests foreign documents only after the foreign ministry of the issuing country and the UAE embassy or consulate there have stamped them. Without the embassy stamp, the document has to go back to the issuing country first.
Is MOFA attestation the same as an apostille?
No. An apostille is a certificate under the Hague Apostille Convention, and the UAE is not a party to it. MOFA attestation is the UAE’s own legalisation step.
How much is MOFA attestation in Dubai?
MOFA charges AED 150 for a personal document and AED 2,000 for a commercial one. Our handling starts from AED 150 for a personal document and from AED 300 for a commercial one. Does MOFA attest photocopies?
MOFA attests original documents. If an office wants a copy, the usual route is a copy certified by a notary public, which is then attested as the office requires. See our page on a true copy attested by a notary.

Do I need to be in the UAE for MOFA attestation?
