We confirm the exact DFA certificate the UAE embassy wants before your family member goes to the DFA. ## What the Philippine Consulate in Dubai does The PCG in Dubai provides consular services to Filipinos in the UAE. For example it notarises documents signed here by Filipinos for use in the Philippines, such as an affidavit of support for a relative's tourist visa or a special power of attorney. What it does not do is attest a Philippine diploma or PSA certificate for use in the UAE. That still needs the DFA and the UAE embassy in Manila. No. The diploma needs the CHED step, the DFA and the UAE embassy in Manila, then MOFA in the UAE. The PCG handles consular and notarial services for Filipinos, not the UAE attestation chain. ### Is the DFA apostille enough for Dubai? No. An apostille works between countries in the Hague system, and the UAE has never joined it.
